A police officer noticed the dog, which appeared to be abandoned. And the dog could feel the intention to help, because it not only approached the policeman, but also sat in the police car. That's when the man noticed the writing on the note.

Probably a runaway from the shelter who can't (always) be stopped. The police have temporarily taken Lola under their protection until it is clear how to proceed.
